Key Changes to Motorcycle Licensing

Significant updates have changed the process for motorcycle learner riders. Here’s what you need to know.

Permit Issue Date Validity & Renewal Rules
Post-March 1, 2018 Valid for 6 months. Can be renewed 3 times within 18 months. If Part 1 is not passed after the last renewal, the learner permit lapses.
Pre-March 1, 2018 Valid until March 1, 2027, only if renewed before March 31, 2022. Otherwise, it is invalid and a new application is required.
Crucial Rule for All Learners: You must pass both parts of the practical test within 18 months. Failure to do so will cause your permit to expire, and you will have to start from scratch.

Electric Motorcycle & Bicycle Regulations

The rules for electric bikes depend on their power output.

Vehicle Type Power Output Requirements
E-Bicycles 250W or less No driver's license required. Must be registered at local police station (bicycle index). Must display license plate.
E-Bikes Above 250W, up to 4kW Rider must be 15+ years old. Valid driver's license required. Helmet required. Insurance and license plate required.
E-Motorcycles Over 4kW Rider must be 17+ years old. Valid driving license required. Helmet required. Insurance, license plate, and MVL payment required.

The Graduated Licensing System

Mauritius uses a graduated system. You must progress through license categories sequentially and cannot skip directly to A2 or A.

AM Autocycles < 50cc Starting point.
A1 Motorcycles 51cc to 125cc Starting point for motorcycles. Must obtain full A1 before applying for A2 learner's permit.
A2 Motorcycles 126cc to 300cc Requires full A1 license. Must obtain full A2 before applying for A learner's permit.
A Motorcycles > 300cc Requires full A2 license.
Test Exemption: After passing your initial oral (theory) test, you are exempt from it for the A2 and A categories, or if you already hold a private car license. Only practical tests are required.

Part 1: Theory (Oral) Test Covers knowledge of road signs and road markings. Grants the Provisional Driving Licence.
Part 2: Practical Test Part 1 (Track Test) Conducted on a closed track at testing centres in Port Louis, Curepipe, or Flacq. Assesses basic handling skills. Required to progress to on-road testing.
Part 3: Practical Test Part 2 (On-Road Test) Real-world driving test in live traffic. An examiner follows the rider and gives instructions by radio. Grants full category license upon passing.
